The Roads and Transport Authority (RTA) announced in a statement that it has submitted a proposal to implement a temporary one-year driving licence for drivers under the age of 21.
The statement was issued to reveal findings of a study carried out by the RTA on traffic safety and the extent of drivers’ compliance with road safety legislations. According to the study, the overwhelming majority of fatal traffic accidents are caused by novice drivers who lack experience.
After the findings were revealed, RTA made a suggestion to the Ministry of Interior (MoI) to explore the possibility of developing a series of procedures to boost road safety such as developing additional controls and stipulations applicable to novice drivers at the federal level.
The study also suggested adopting a provisional licensing system such as a temporary one-year driving license, which could be issued during for the first three years for drivers below the age of 21.
It also recommended that a sticker be placed on vehicles driven by novice drivers. There is also a recommendation to subject these drivers, after obtaining the provisional driving license, to a mandatory training.
RTA also submitted a suggestion to the MoI to explore the possibility of people who have completed 17.5 years opening a traffic file in order for them to start learning how to drive light vehicles.
The suggestion stipulated that these people would not be provided driving licenses unless they have passed the test and completed 18 years of age.
The suggestion was aimed at helping youth who have completed the General School Secondary Certificate but are still under 18 years and who want to start taking classes before the start of university.
